The Supreme Court’s adoption of A.M. No. 24-10-14-SC opens a new chapter for Philippine notary publics. Requirements to Become an ENP

Under the Rules on Electronic Notarization, you must:

  1. Be a member of the Philippine Bar in good standing
  2. Not have been convicted of a crime involving moral turpitude
  3. Complete required training on electronic notarization procedures and technology
  4. Apply for a commission with the Electronic Notary Administrator (ENA)
  5. Use an accredited ENF to perform all electronic notarial acts

If you currently hold a traditional notarial commission, becoming an ENP is an additional commission – you can continue performing traditional notarization on paper documents while also offering e-notarization.

What Changes for Your Practice

Document Format

You’ll work with PDF and PDF/A documents instead of paper. Principals bring or upload electronic documents, and you apply your electronic notarial seal digitally.

Identity Verification

Instead of relying solely on visual inspection of a presented ID, you’ll use multi-factor authentication through the ENF platform:

  • Government-issued photo ID
  • Facial recognition
  • One-time password (OTP)

This enhanced verification actually provides stronger identity assurance than the traditional “competent evidence of identity” standard.

Record-Keeping

Your physical notarial book is replaced (for electronic acts) by an electronic notarial book maintained through the ENF platform. Records are automatically uploaded to the SC’s centralized database, eliminating the need for physical submission to the Clerk of Court.

The Notarial Act Itself

The actual notarial act (acknowledgment, jurat, etc.) follows the same legal principles:

  • For IEN: The principal appears in person, signs electronically, and you apply your seal
  • For REN: The principal appears via videoconference, signs electronically, and you apply your seal remot- The audiovisual session is recorded
