
What Is Remote Electronic Notarization (REN)? How It Works for Filipinos
Remote Electronic Notarization (REN) is a form of e-notarization where the principal (signer) and any witnesses appear before an Electronic Notary Public (ENP) via audiovisual link (videoconferencing), rather than being physically present. The document is in electronic format (PDF/PDF-A) and the entire process is conducted through an accredited Electronic Notarization Facility (ENF).
How REN Works
The REN process follows these steps:
- Scheduling – The principal requests a notarization session through the ENF platform
- Document upload – The electronic document (PDF/PDF-A) is uploaded to the ENF
- Audiovisual connection – The principal connects with the ENP via secure videoconferencing provided by the ENF
- Identity verification – The ENP verifies the principal’s identity through multi-factor authentication:
- Government-issued photo ID (presented to camera)
- Facial recognition technology (matching live face to ID photo)
- One-time password (OTP) sent to the principal’s registered contact
- Knowledge-based authentication (if required)
- Document review – The ENP and principal review the document together on-screen
- Oath or acknowledgment – The ENP administers the required oath or receives the acknowledgment
- Electronic signing – The principal applies their electronic signature or digital signature
- Notarial seal – The ENP applies their electronic notarial seal and signature
- Session recording – The audiovisual session is recorded and stored as part of the notarial record
- Recording – The act is logged in the electronic notarial book and uploaded to the SC database

Overseas Filipino Workers (OFWs)
OFWs have historically faced enormous difficulty getting documents notarized. Physical presence at a Philippine notary office was required, meaning notarization often had to wait until the OFW returned to the Philippines or relied on a complicated process at Philippine missions abroad. REN allows OFWs to notarize documents from anywhere, provided they are at a Philippine embassy, consulate, or honorary consulate.
